Isn’t this just communism (from each according to his ability; to each according to his need)?
The second part of that paraphrase, “to each according to his need,” is one of the main indictments of communism. There is concern that the ability to “receive according to need” would undermine the incentive for people to work.
In contrast, if we were to paraphrase a civilitic system, it might be something like, “from each according to his willingness and ability to contribute; to each according to the value of his contribution.” This sidesteps the incentive concern by maintaining a direct correlation between contributing and receiving.
It is also important to realize that a simple phrase does not completely specify the system. For example, those who are unable to contribute are not considered. In fact, caring for them is one of the many ways others might choose to contribute.
